Local government, with every decision documented

The general secretariat, the registry, the local council and the specialist departments work on the same data, each with its own permissions. The platform covers the whole administrative cycle: from the registered request and the draft decision to the session, the vote, publication and reporting.

§ 01 — City halls and county councils

What we solve.

  1. 01

    Legal deadlines met

Petitions, freedom-of-information requests and recurring obligations get their deadline at registration, and delays show up well in advance.

  2. 02

    Decisions checked before the vote

Drafts are compared with the legislation in force on the session date, and gaps in the file are flagged to the secretary general.

  3. 03

    Information within reach

The archive of decisions, regulations and minutes becomes searchable in plain language, with the source shown for every answer.

§ 02 — Services

Services for local government.

§ 03 — Features

Features.

The features relevant to this sector, on real screens from the application.

  1. 01

    Legality check

Draft decisions are reviewed before they reach the session.

References to the law are compared with the version in force on the session date, and the structure of the act and the required documents are checked automatically. The secretary general receives a report graded by severity.

    • Legal basis checked against the consolidated text
    • Repealed acts and missing references flagged
    • Complete file as required by the Administrative Code
    • Exportable report for the secretary's opinion
    Legality check
  2. 02

    Session and vote

The council session, run from a single console.

Attendance and quorum update in real time, every agenda item carries the majority the law requires, and declarations of interest are matched against the drafts being voted on.

    • Quorum and majority computed for each item
    • Conflicts of interest flagged from declarations
    • Secret ballots and the annex to the minutes
    • Meeting transcript with every vote timestamped
    Session and vote
  3. 03

    Registry

Every incoming request is classified, routed and tracked until it is answered.

Petitions, complaints and freedom-of-information requests are sorted by type, department and urgency. The legal deadline is set at registration, so delays become visible before they happen.

    • Automatic classification, scanned documents included
    • Deadlines computed under the applicable law
    • A draft reply prepared for every request
    • Applicants can track their request themselves
    Registry
  4. 04

    Drafting

Official documents, generated on the institution's own templates and letterhead.

Replies to petitions, orders, reports and minutes are drafted from the data already in the system. Staff review and sign instead of writing from scratch.

    • Own templates, kept and versioned
    • Deadlines and legal references filled in automatically
    • Comparison between versions
    • Direct export to Word
    Drafting
  5. 05

    Urban planning

Certificate and permit files, checked before they are issued.

Each file is checked for completeness, legal deadline and compliance with the zoning rules of the area. The act itself is drafted from the file's data.

    • Planning indicators checked by zone
    • Missing documents flagged at submission
    • Fees computed under the Fiscal Code
    • Register and activity indicators
    Urban planning
  6. 06

    Local taxes

Local taxes, calculated and explained step by step.

The calculation starts from the tax decision in force and shows each stage, from taxable value to exemptions. The same calculator can be published for residents.

    • Buildings, land and vehicles
    • Year-on-year changes explained
    • Tax certificates and replies to objections
    • Public calculator for the website
    Local taxes
  7. 07

    Public procurement

The annual plan, contracts and deadlines in one register.

The annual procurement plan is built from the budget, and every contract is tracked with values, payments, guarantees and amendments. Alerts appear before deadlines expire.

    • Split-purchase checks
    • Contract register with alerts
    • Mandatory clause checks
    • Documents drafted for every stage
    Public procurement
  8. 08

    Analytics

The institution's budget and activity, in figures computed from the records.

Budget execution by chapter and year, decisions by topic and the signals worth attention are presented in clear reports. Every figure is computed by the software, not estimated by the model.

    • Comparisons across years and chapters
    • Monthly report on the institution's letterhead
    • The mayor's annual report
    • A source for every figure
    Analytics
  9. 09

    Citizen kiosk

Information and forms available right at the front desk.

A terminal in the lobby answers common questions from public documents, with the source shown, and prepares requests for printing. It works without an account, on the institution's network only.

    • Answers with a source for every fact
    • Forms filled in and printed on the spot
    • Interface in several languages
    • Accessible, with high contrast

    Questions with sources

The institution's archive becomes searchable in plain language.

Staff ask a question as they would ask a colleague, and the system searches decisions, regulations, contracts and minutes. Every statement in the answer links to the document and page it comes from.

    • Citations down to page and paragraph
    • Figures recomputed from documents and marked as verified
    • Works on scanned documents
    • Access rights respected in search results

  11. 11

    Legislation

National legislation, structured by article and version.

Any article can be read as it stood on a given date, and answers and checks cite the version that applied when the document was issued. Updates arrive daily as signed packages and apply only once approved.

    • The version in force on any date
    • Complete amendment history
    • Digitally signed update packages
    • Controlled roll-out, approved by the institution
    Legislation
  12. 12

    Impact of legal changes

When a law changes, the institution's affected acts are identified automatically.

The system finds the decisions, regulations, internal procedures and document templates that cite the amended provision and proposes the action each one needs.

    • Affected acts grouped by severity
    • Amendment drafts started straight in the decision path
    • Yearly updates, such as local tax indexation
    • A record of the decision taken for each act
    Impact of legal changes
  13. 13

    Audit log

Every action is recorded, and the log cannot be altered.

Sign-ins, questions, generated documents and changes are written to a cryptographically chained log. Any later tampering breaks the chain and shows up on verification.

    • Who, what, when and from where
    • Integrity verifiable at any time
    • Export for auditors
    • Security events flagged

Custom implementations

The platform is the starting point. For every institution we also build solutions on request, from assistants for residents to internal automation.

  • A chatbot for residents on the city hall website
  • A phone assistant for information and appointments
  • Automatic notifications to residents
  • Complaint analysis on a map
  • Integration with online services and payments
  • Any other process in the institution

§ 05 — Security

Security and data protection.

Security is part of the platform's architecture, not an afterthought. Every typical requirement in a tender specification has a verifiable answer, documented in a security dossier delivered with the system.

  1. 01

    Encryption

Data is encrypted both in transit and at rest.

    • HTTPS with certificates issued by the organisation's own certificate authority
    • Server disk encryption (BitLocker or LUKS)
    • Passwords stored only as salted scrypt hashes
  2. 02

    Backups

Daily, automatic, encrypted backups with tested restores.

    • Every archive encrypted with AES-256
    • SHA-256 checksum and integrity verification
    • The last 30 copies kept, monthly test restore
    • The encryption key stays with the client
  3. 03

    Access

Every user sees only what they are entitled to see.

    • Two-factor authentication (TOTP)
    • Permissions by function and document type, enforced on the server
    • Automatic lockout after repeated attempts
    • Expiring sessions and CSRF protection
  4. 04

    Audit

Every action leaves a trace that cannot be erased.

    • Cryptographically chained log (HMAC-SHA256)
    • Archiving without deletion, with chain verification
    • Security events flagged to the administrator
    • Separate development, test and production environments
  • TLS
  • AES-256-GCM
  • SHA-256
  • HMAC-SHA256
  • TOTP
  • scrypt

For every requirement, the security dossier describes what the system does, where it lives in the code and how an assessor can verify it.
